We Know that the "Viscosity of gases increase with increase in temperature" and gas can easily flow at low temperature. Then why CNG in our local pumps cannot easily fill in winter while it is easily available in summer where there the temperature is high at there are a lot of chance for the less flow of gas but still it maintain it's flow with high speed and it do not do so in winter?
