No one sees you break the law, there is no evidence against you, and/or the law is so trivial that no one is concerned that you broke it. You are seen breaking the law, it is reported, you are caught and convicted of the crime, and you are executed for committing that crime.

If all rules and regulations were abolished today, the nation would by definition descend into anarchy. Mass looting, crime and violence would engulf communities as there would be no legal means to resolve injustices and disputes.

Without the law, people would stop working in specialized jobs because the benefits would be removed. Why should I work 8 hours a day as a white collar worker when my neighbor is constantly trying to rob me and there is no formal monetary system to motivate me? This would breed hyper-individuals, where everyone would have to do everything for themselves.

We would witness the mass extinction of the culture, art and collective knowledge that allowed us to achieve such high standards of living as civility, tolerance and restraint.  Life expectancy would drop dramatically because there would be very few doctors and no government organizations to manage public health. Eventually, with such violence and disorder, people would crave and yearn for order. In this atmosphere, people began to create tribes, gangs and collectives where people should perform certain jobs. Anyone outside the tribe would be labeled "the other" and violence against other tribes would be institutionalized to keep the tribe safe. Gang and tribal warfare became the status quo for a while until eventually one group was strong enough to retake the old land and borders that had fallen into chaos. History shows that this group is most likely to be authoritarian and deny representative government of the people.

So to summarize what I said, no rules would lead to anarchy and hyper-individualism, which would lead to mass violence, disorder and a state of misery. These conditions would make people form collectives to escape the chaos. These collectives would go to war with each other until eventually one would win and establish a new nation that would most likely be authoritarian and anti-democratic.
