The walls of earthen pot are porous, which leads to seepage of water. It is the main reason you will find the outside wall wet. Now the water which comes to the outside surface though seepage gets evaporates. For evaporation to happen, there is a factor called latent heat of evaporation,i.e. it must absorb some heat from the water inside the pot to change its state. Now the water losing heat energy consequently looses temperature making it cooler than the atmospheric temperature. That is why water remains cool in an earthen pot.
