He did not re-conquer the factional areas that had broken away from his territories

The welfare measures of Firoz Shah Tughlaq were:
1. In order to encourage agriculture, he paid a lot of attention to irrigation. He repaired a number of canals and imposed Haque-i-Sharb or Hasil-i-Sharb ( water tax) .
2. He set up a new department of Diwan-i-Khairat to make provisions for the marriage of poor girls.
3. He was also a great builder. The cities of Fatehabad, Hisar, Jaunpur and Firozabad stand to his credit.
4. He also established a hospital at Delhi described as Dar-ul-Shifa.
