wet clothes contain moisture.D during sunny days the air contains small amount of moisture thus it absorbs moisture from clothes. however during rainy days the air contains large amount of moisture the surroundings cannot accommodate more moisture , therefore atmosphere absorbs air slowly,which results slow drying

As in the rainy season the air already contains high moisture with it so it again cant absorb the water from wet clothes soo early therefore, wet clothes dry slowing.
