Phloem transports food from upper to lower parts of a plant. So if phloem is removed from the base then the food would get accumulated just above the part where phloem was removed, resulting in thickness of stem at that point.

pholem is a conducting tissue  which conducts food materials from leaves to different parts of plants.If the pholem at the base of branch is removed then the food cannot transport to different parts of plants and plant die to to lack of food.
