There are often variety of things involved. there is no specific age.
For me i started employing a cellphone from 8th standard, mostly my mother's. But it had been not a smartphone some time past . However i used it only i used to be attending my tuition, even as a precaution for safety purposes. I visited an all boys school so there wasn't much texting and calling. However once I visited college i got a smartphone, again it had been as a precaution because i used to be during a totally different city and in hostel. some time past the web was still 2G so there was nothing but texting and calling albeit i had a smartphone.
But today's generation with the quantity of data you'll find on the web who knows? Maybe 10th std kids might need them for research. However lets be serious, kids that age are more into venturing into all the incorrect uses of a smartphone (porn/gaming/excessive use of social media). Gaming may be a very debated so called “wrong use” as many kids became self employed making gaming videos on YouTube. for instance there is a youtuber named Mortal who started playing PUBG day and night even during college hours and got good at it. He started a YouTube channel and today he's got over 6,00,000 subscribers. That's tons . These kids are making tons of cash just playing mobile games. So it depends gaming might even help your kid make a living. Yes! There are YouTubers like Tmartn,Carry,Mortal,Dynamo Magician Impossible,Discovery In and many more who are making a living purely via their YouTube channels. and they are doing great too.
Anyways i assume it comes right down to your kid. What quite person he/she is or what quite company he keeps. i assume if you're a parent and you would like to offer your kid a smartphone before they're in college you better monitor their use. Once they're in college they'll be fine on their own.
