no,because  it is applied in loose layers. The metal itself is agood conductor, but heat must cross each interface between layers. It is this interface that has poor conductance. The more layers, the better insulation.

Aluminium is not an electrical insulator and Aluminium in the form of an alloy.

Explanation:  

  • Aluminium is generally a good conductor of heat and electricity. But when aluminium is used in the form of an ore it doesn't conduct heat and electricity as good as the mineral form of the metal.  
  • Stainless steel consists of aluminium which is a poorer conductor of electricity than aluminium.  
  • In an alloy the properties of the metal is are lost. Hence only in the alloy form aluminium does not conduct electricity.
