A wave propagates due to transmission of disturbance across the particles. This disturbance is an oscillation of the particles of the medium (or the wave in case of electromagnetic waves). When a wave propagates the successive particles get energy and start oscillating about their mean position hence it is energy which is transferred across the medium. In a wave propagation particles only vibrate across their positions but do not travel in the direction of the propagation of the wave. Matter does not actually travel across the medium.
