Bolivia's water war was not an actual war involving armed conflict hence there would not be any particular side that one. What happened though was the the rights to water supply in that region was sold off to an MNC who raised the prices of water to a very high extent and the people there could not afford to have such high prices. This led them to start conducting strikes and protests. The power of the people led the MNC to give up the rights back to the government and the prices went back to a reasonable amount.
