Best laws are laws that are rigorously enforced.Because it is hard to enforce laws, societies should have fewer laws and focus on ones that matter.Too often , societies err on having lots of laws which create criminals out of ordinary citizens. The same logic is true for companies , organizations, etc.

Everyone believes we should have laws against murder and luckily the vast number of people never commit that crime.we all know murder is wrong and there are severe punishments against it.

But in U.S. , almost everyone is law-breakers . Pretty much everyone drives faster than the speed limit or occasionally jaywalk.Most people of age 18-20 will have drink of alcohol now and then.A very large number of people use illegal drugs. Many break other laws that they deem are not good laws .
