Indian National Congress (INC) was the first organisation to propose an idea to constitute the Constituent Assembly of India.

The idea was given by  M. N. Roy, leader of the Communist political party of India, who joined the Indian National Congress party later in the year 1936.

In 1935-1939, the Indian National Congress party placed an official demand about Constituent Assembly to the British authorities, under the leadership of C. Rajagopalachari.
