The contrasting features of dimpling rivers and dusty road can be derived from the meaning of the word itself or in other way from the definition of both terms. A dimpling river is a kind of river that's fast flowing, when it flows no one can stop it,because it keeps on moving. A dusty road is a kind powdery and dust covered surface.
Therefore the main contrast is that one is watery(dimpling river) while the other is dry(dusty road)

The poet saw the dimpling river flow which was like a looking-glass for the blue skies. Here the expression dimpling river refers to the indentations formed on the surface of the river which made it look charming. The water was clear and reflected the blue colour of the sky.
While the dusty roads were high and low and people walked on them when they went to town. The indentations on the surface of the dusty road did not add to its beauty. People walked on it without caring for it.
