PDS or Public Distribution System is the instrument to ensure essential commodities are available to people at affordable prices.
Sugar, edible oils, wheat, rice etc. are procured by Government via Food Corporation of India or FCI and distributed to Fair Price Shops through PDS network. So FCI and PDS work together but are not the same.
PDS offers commodities to consumers without any discrimination but TPDS or Target Public Distribution Network aims to offer commodities to poor who are under BPL category.
