the main powers and functions are:
he presides over the meating of council of ministers 
he can ask a minister to resign.
he guides, directs, controls and coordinates the activites of all the ministers.
he recommends persons who can be appointed as minister by the president.
He is the main spokesman of the ministry;
He is a link between the council of ministers and the President.
The Prime Minister distributes the work to the different ministers
