Actually, many types of roads are called highways. In fact, highway is not a roadway functional classification according to the Federal Highways Administration. Given that the word Highway is in their name, it should have a definition.

Actually, the functional classification of highways ranges from:

Principal Arterial which includes Interstate, other freeways and expressways.

Minor Arterial which is a main street but not as busy as a principal arterial.

Collector, including major and minor collectors.

Local roads.

Principal arterials are generally the frequently traveled routes from City to City and other popular destinations. They usually save you travel time and distance. A lot of people would consider these highways and they wouldn’t be wrong.

I don’t consider a local road to be a highway. An example of this is a neighborhood street. I don’t even consider city streets in an urban downtown area to be highways. I consider the roads that are used for longer destinations to be highways. This would include your principal and minor arterials.

So yes, a freeway is considered a highway, but so are many other types of roads.
