The distribution of poor  people in India is uneven.
Poverty is declining in India but there are a few states where poverty is still a very serious problem.
They are Orissa, Bihar, Uttar Pradesh, Assam and Tripura.
Orissa and Bihar are the poorest states with poverty ratios 43 and 47.
There are states where poverty is declining rapidly. A few of them are:
Punjab and Haryana due to agricultural growth rates
Kerala due to human resource investment
West Bengal due to land reform measures
Andhra Pradesh and Tamil Nadu due to public distribution of food grains
