Metals are those elements which have certain properties such as hardness, lustre high electrical conductivity etc. 

If you want to have a microscopic view of it, then metals are those substances which can lose electrons, become positive ions. 

Non metals are substances which lack lustre, are brittle and soft and are poor conductors of heat. They gain electrons and become negative ions.
