Whenever the reagent of HBr is taken in excess along with heating the mixture, there is uncontrolled substitution that happens here.

But there is a partial double bond between the phenyl ring and the oxygen...so the OH group of phenol cannot be substituted with Br.

Except that, there is nucleophilic substitution of Bromine wherever possible.

Thus, option (c) will be the right choice.
