‘Residuary powers’ are the powers that are neither explicitly nor prohibited given by the law to any organization of government body.

EXPLANATION:

Residuary power are also called as reserved powers.  Thus residuary power means the powers that parliament can make it as law with the respect to matters which are not mentioned in Union List, State List or Concurrent List.  These types of powers are divided among the “Central government”, “the Parliament” and “the State government”.
