Administrative power of the Rajya Sabha:

1. It can amend the constitution

2.All ordinances passed by the president must be put before both the houses for their approval

3.It has exclusive powers to make laws in the union list.

Difference between a money bill and a non-money bill:

A money bill can only be introduced in the Lok Sabha and not in the Rajya Sabha.

The President of India addresses both the Rajya Sabha and the Lok Sabha at the beginning of the first Session after each general election when the reconstituted lower house meets for the first time. The President also addresses both the houses at beginning of the first session of each year.

When there a deadlock the president summons a joint sitting.

Money bill can be originate only in lok sabha ,rajya sabha cannot reject of amend it where as non money can originate in both the houses.
