Effects of Dual system or Dyarchy: Administrative breakdown: Since Nawab has no power to enforce law, the justice was reduced to a farce. Decline of agriculture: Revenue was farmed out to highest bidder and this gave to exploitation of peasants. Famine of 1770, deteriorated the condition.

The “Dual Government” was the result of the Company's refusal to take the direct responsibility of administering Bengal. While the Company desired to draw maximum advantages to itself by keeping the finances of Bengal under its own control, it refused to accept any responsibility regarding the governance of Bengal.

This dual nature of power caused many problems for the Nawab as he had to supervise the administration, the criminal justice system and the maintenance of law and order without any real power. Revenue was collected by greedy and corrupt Indian officials who reduced the peasants to conditions of utter misery.
