The electric field is zero inside a conductor.Just outside a conductor, the electric field lines are perpendicular to its surface, ending or beginning on charges on the surface.Any excess charge resides entirely on the surface or surfaces of a conductor.

Conductor means the object or that allows electrons move freely from one atom to the another one.
Net electric field inside the the electrostatic equilibrium is always zero.
The conductor contains or possess free charge in the atom.
In electrostatic equillbrium the charge is static as it doesn't move any where.
