Electrostatic equillbrium measns no means of flow of electricity in and electric field.
Conductor means the object or that allows electrons move freely from one atom to the another one.
Net electric field inside the the electrostatic equilibrium is always zero.
The conductor contains or possess free charge in the atom.
In electrostatic equillbrium the charge is static as it doesn't move any where.
