What are the areas are focussed by government for rural development in india?

in lane. it means a road which both sides are houses and huts. because rich people earn richness in high speed and poor people goes in poverty same in high speed. and in rular places its not work of goverment of india its work of goverment of a particular state. and i really want too say one thing our indian government was very insane.
