First you should think more about any topic and write on a page which ideas in your mind for that topic then which line you then start writing one by one by lines
but thats not really the basic...not only poem buy
but we write line by line to any question

to write a poem you must take a topic from which your emotions are connected deeply...for example
recently i wrote a poem on a father whom daughter was raped... eventually she suicide..!!
