The story begins with the Partition of Bengal in 1905.
Indian freedom fighters and leaders were angry at what they recognised as a "divide and rule" policy, where the colonizers turned the native population against itself in order to rule, even though Lord Curzon, the then Viceroy of India stressed it would produce administrative efficiency. After much hue and cry and protesting Bengal was reunited in 1911, in an effort to both appease the Bengali sentiment and to have easier administration the Bihar and Orissa Province was created in 1912.
