1) Sometimes, PDS dealers are found indulged in black-marketing of foodgrains.
2) They sell good quality grains at higher prices in the market and supply low quality grains to the consumers.
3) Sometimes, the dealers are found irregular in opening their shops.
4) It is commonly found that the ration shops have unsold stocks of poor quality grains left.
5) The families above the poverty line gets very little discount at the ration shop. The price for them is almost as high as open market price. So, there is little incentive for them to buy foodgrains from the ration shops.
6) When ration shops are unable to sell, a massive stock of foodgrains piles up with FCI and gets spoiled.
