What are the difference between government organization, non- government organizations and civil society?

Civil society is one where social , political and economic engagements are bounded under the rule of law.

NGO, is non governmental organizations, who does what is like a limited function of the government but is funded through non governmental channels. WWF can be assumed to be an NGO.
