The factors that determine the quality of population are:

 Education: Higher is the percentage of educated people, superior is the quality of population. Education not only makes people more aware, knowledgeable, and skilled, but it also opens new avenues for employment and betters a person's earning capacity.

 Health: Health is also an important determinant of population. Better the health of people, better is the quality of population. Not only the state of health, but the availability of improved health care system goes a long way in enhancing the quality of population. 

Employment: Lesser the probability of unemployment superior will be the quality of population. Percentage of unemployed percentage of population, including disguised and seasonal unemployment in a populace determines its quality.
