The single most factor? External pressure. When Commodore Perry sailed into the ports of Japan, and forced them to open up to trade with the United States, I reckon that it came as a big surprise to the Japanese people. They were forced to adapt, or become a sphere of influence much like China. The Chinese were much slower to Westernize/modernize than the Japanese, and this was painfully obvious in the Sino-Japanese War. However, China is quickly catching up to Japan military technology wise, if not already surpassed.
