heya!!!
EC takes decision on every aspect to conduct and control of election from the announcement of election to the declaration of the results.
it implements the code of conduct and punishes any candidate or party that violates it.
during the election period the EC can order the govt. to follow some guidelines to prevent use and misuse of govt. power to enhance its elections or to transfer some govt. officials.
when an election govt. officers work under the control of the EC and not the government.
