Horizontal division of power: It is the sharing of power among the different organs of government. The division of government into the executive, the legislature and the judiciary is an example of horizontal division of power

i. Power sharing among different organs of the government
■ Legislature, executive and judiciary.
■ 3 organs are placed at the 3 levels
■ No organ can exercise unlimited powers.
■ Each organ checks the other this arrangement is called a system of checks and balances this is called the horizontal distribution of power.
■ Eg., Executive is the part of legislature.
→Judiciary is independent and impartial.
ii. Power sharing among governments at different levels
■ Power is shared between central and state government.
■ Power is shared still further between municipalities and Panchayats.
■ The constitution clearly lays down the powers of different levels
■ Their distribution of powers from higher to lower level is called vertical division of powers.
iii. Power sharing among different social groups
■ Between religious or linguistic groups
■ SC, ST, OBC Eg., Reserved constituency in India for minorities, weaker sections etc.
iv. Power sharing among political parties, pressure groups and movements
■ Political parties contest in elections, form and run governments. They also criticise and express the opinion of the public.
■ Some interested groups like traders, businessmen, industrialists, farmers etc. also share power either through participation or in the decision making.
