1. There are two or more levels of tiers of government.
2. The same citizens are governed by different forms of government.
3. The constitution lays down clearly the jurisdictions of the respective levels of governments.
4. The fundamental provisions of the constitution cannot be amended unilaterally ( universally).
5. Courts have the power to intercept the constitution and powers of different tiers of government.
