He or she have to discuss with the other political parties and then taking everyone's opinion have to make decisions.If all the political parties allow to do then only the prime minister of a coalition government takes the decision.

Prime Minister of a coalition government cannot take decisions as he likes. He has to accommodate different groups and factions in his party aswell as among alliance partners. He also has to heed to the views and positions of the coalition partners and other parties, on whose support the survival of the government depends.
