You can't have democracy when there is ongoing civil war - Syria;

You can't have democracy when the majority of the population is illiterate - Afghanistan;

You can't have democracy when the majority wants to wipe out the minority - Iraq;

You can't have democracy when the party who loses an election will immediately take up arms and topple the government - Yemen;

You can't have democracy when killing and assassination are accepted ways to settle disputes - Ukraine;

... and generally speaking, democracies don't work too well in societies where everybody just wants to take from the state coffer, and nobody wants to contribute to helping their fellow citizens.

I'm sure there are many other situations where democracy is going to be bad for the people, because democracy really only work in fairly civilized, peaceful societies, with fairly public-minded people. This is the basic requirement. There is an ancient Roman proverb that says "the distance between peace and anarchy is 3 meals a day." When people are struggling for survival, they will follow any leader who can give them a better chance to live.

And even when democracy does "work", it may not work the way you want it to work. The democratic vote from the First Crusaders (First Crusade) would have been the same as the democratic vote from ISIS today, which is "let's go kill all the infidels"
