The limits of democracy is that decision making may be slow. This is because democracy depends upon discussion, debate and consensus. Nobody in a democracy can impose its decisions. Hence, different stakeholders need to be carried along in the process of decision making. This can slow down decision making.

The requirement for democracy is that everybody should accept the right of others to a different opinion. Everybody has to be tolerant of debate and differences.
