First and foremost method to prevent immense loss of lives...a proper evacuation campaign must be put on effect with maximum force possible so as to evacuate the shore and the region near it as far as possible....

Its almost impossible to stop a tsunami...but reinforced concrete walls and heavy boulders at the shore..reduces the intensity of the waves to some extent by breaking down the high wall of tsunami waves by obstructing their path....
