I think the real difference is in the focus and what one is working to improve.  If one is conducting Economic Development, one measures improvement in economic terms: individual income, availability of products, GDP and the like.  Many in economic development assume that as these economic indicators improve, so will the quality of life for the individuals in the developing population.  If one is focusing on Human Development, one measures improvement by a broader range of factors, some of which may not be tied to economics at all.
For example, there are several Non-Governmental Organizations (NGO's) which work to improve the quality of health care in under-developed countries.  They may go into a country where medicine is still being practiced the way they were taught in the 1940's by doctors from a European power that had turned the country into a colony.  The NGO will then teach health-care providers methods of practice based on more recent research They may also teach and conduct research in the developing country.  They may also strive to change the culture of medical practice from one where patients are given little respect to one where patients are treated with respect and kindness.  This is human development, but its impact may not be measurable in economic terms.
