One form of secularism is asserting the right to be free from religious rule and teachings, or, in a state declared to be neutral on matters of belief, from the imposition by government of religion or religious practices upon its people.

It is a well-known fact that no communal riot can continue for longer than a day without the consent and even connivance of the police. The police bow down to pressure from communal politicians and remain inactive during the violence as well as in the course of its follow up which involves filing FIRs, making arrests, producing chargesheets and so on.

Secularism depicts that religion must not be made a part of the state of affairs or an integral part of public education. Communalism, on the other hand, speaks of action and groupism on the basis of ethnicity, religion or ethnic identity.
