What are the provisions made by government in 1992 for third tier?

The three provisions were the three lists bought out by the government:-

1.Union List:-It includes subjects of common national interest such as foreign affairs, Defence, Currency, Banking.

2.State list:-It has the subjects that only state government can change any laws in it such as Police, Trade, Commerce, etc..

3.Concurrent List:-It includes subjects such as trade unions, marriage, adoption, succession, education
