Paved roads, streetlights and modern shops are only governmentally organized and provided by the Municipality or the Municipal Corporation. Such amenities in villages are "liabilities". In rural areas, the village's first need is fresh water for drinking and irrigation as most of the villages in India are based on agricultural work. The Panchayat focuses on more occupation based factors and proper livelihood of the people, which are priorities in a village.
