1 firstly the huge number of tamilian refugees came into india during the war and it was getting increased day by day

.2 there was an interven in veitnam by america. Where america devided country and placed a puppet government in south veitnam this was feared by the indian government as if it wounld have happened then it proved to be a great security risk for india

.3 the transportation was getting disturbed and india fishermens where dying

.4 india had historic trade links with sri lanka
