The reasons of popularity of democracy are :-
• Democracy is a form of government where people can choose their own representatives.
• It gives the basic human rights to the people.
• Elections are held through which people can vote to their representatives.
• If they don't like the present representative, at the next elections they can vote the representative out of power.
• People both directly and indirectly are involved in the process of making rules and regulations of the country.

I think that anybody who has any experience with government workings will see that there are powers behind the scenes, special interests, etc. that dictate how the country is run - which laws get voted on, which ones get enforcement priority, even which issues should be put to the populace on a ballot or referendum.
Without wishing to be too harsh on democracy, though, just about every form of government can be manipulated to bring them away from the ideology - communism has only very rarely truly been what it was supposed to be, and generates an elite just like a capitalist society does. Theocracies get bound into such political agendas that have very little to do with the religion.
Of the forms of government that have been shown to be viable over a long term, democracy in a capitalist environment is the most effective, in my opinion. Rampant capitalism doesn’t work unless there are checks and balances that can only be provided by the government. So it’s the best compromise, for my standards.
