Similarities:
1. In both countries, people could not choose or change their rulers.
2. There was no real freedom to express one's opinion,form political associations and organise protests.
The differences between the Pinochet's rule in Chile and the Communist Party rule in Poland are as follows.
1) Chile was ruled and governed by a Military Dictator, General Pinochet which was supported by USA. While Poland was ruled by a political Party that was supported by Soviet Union.
2) The Pinochet government openly favoured the big capitalists in the country. While the Communist Party of Poland claimed that it was ruling the country on behalf of the working class.

b. In Chile a military dictatorship came to end by virtue of a referendum, in Poland, Due to increased pressure from the solidarity group, problems in USSR, elections took place in 1989, with Solidarity coming with a landslide victory
But they shared certain common features:
a. Both Chile and Poland had non democratic governments.
b. In both countries, people were not given any choice and were not allowed to participate in the political process.
c. People in both countries were not allowed to freely express their opinions, they were not given freedom of speech and expression.
d. They were not allowed to form any party, group or organisation.
e . No dissent was tolerated.
As far as policies are concerned the democratic governments in Chile and Poland shared certain common features:
a. The government was elected by the people, based on people's consent.
b. Governments are based on popular participation.
c. People enjoyed political rights.
