According to the law of electron octet the elements only follow this law i.e it has only 7 electron in the outermost cell and accordingly the of every element in the halogen family is only having one valency to complete the last shell i.e (7-8)=1 and to achieve the stability like the 18th group of the modern periodic table it takes up one electron from any other elements than form compounds and bonds with those elements.
