Rajya Sabha or the Council of States is the upper house of the Parliament of India. As per the constitution the maximum strength of Rajya Sabha should be 250 out of which 12 are nominated the President and the balance 238 are representatives of the State and the Union Territories.
The following are the special powers of Rajya Sabha
- It possess the power to establish one or more new All India Services. It can be done by passing a resolution with a majority of 2/3rd in the interest of the nation. It can also disband the existing ones.
- It can pass a resolution wherein declaring State List subject as a subject of national importance through 2/3rd majority of its members.
