In 2019, at the present 7 out of 29 states have a State Legislative Council. The Member of the Legislative Council (MLC) is elected by local people, state legislative assembly, governor, graduates and teachers, for a term of 6 years. One third of the members are retired in every two years. I think one third members of legislative council are nominated by the Governor.
