Decentralisation is referred to as the practice of taking away powers from the Central and State governments and giving it to the local government, because a number of problems would best be addressed at the local level. In India, the following steps have been taken towards decentralization, in 1992:
a. it is mandatory as per the constitution to hold elections to local government bodies.
b. There is reservation in the elected bodies for Scheduled Castes, Scheduled Tribes and Other Backward Classes for members as well as executive heads.
c. At least one-third of all positions are reserved for women.
d. The State Election Commission in each state has been created to oversee the panchayat and municipal elections.
e. State governments ate obliged to share some powers with local government bodies along with some revenue. This sharing varies in nature from state to state.
