What are the two arguments/characteristics/Notions of development.

The Notion is an "adequate concept" (for example, Marx's definition of capitalism as the society of "generalised commodity production"), but it is not yet a whole concrete theory-and-practice of the thing, which is the outcome of a whole process of development of the notion in its interconnection with practice. The development of the Notion is this process, from for example, the discovery of the Periodic Table of Elements and the concept of the molecule to modern chemistry and the chemical industry.

Development is a comprehensive term that comprise enhancement in the living standard of people, increase in per capita income, reduction in illiteracy, poverty, crime rate, among others

(i) Different people would have different objectives, and what may be regarded as development for one person may not be development for the other person. It cane be even destructive to the other person

(ii) For development people also looked at "mixed objectives/goals".  That is, while income is the crucial element of development, people along with income also look for and desire equal treatment, peace, good health, literacy, among others
